What methods are available for attaching each end of thin elastic string, which is too thin to thread through fabric with a needle, to create a small handle for something? Are there any devices similar to snap fasteners that can instead attach string ends to fabric without the need to tie knots at each attachment point?

You can use a zigzag stitch to sew the elastic string directly to the fabric, either on the edge or on the surface. This method is suitable for fabrics that do not fray easily, and for strings that are not too thin. You can also use elastic thread in the bobbin to create a stretchy seam.
